Defence Spokesperson: Cambodia Will Defend Territory and People at Any Cost under UN Charter Article 51

(Phnom Penh): Lieutenant General Maly Socheata, Spokesperson for the Ministry of National Defence, reaffirmed Cambodia’s commitment to peace but stressed that Cambodia reserves the right to defend its territory and citizens at any cost. She further underscored that Cambodia will not yield to any aggression when it comes to self-defence.

She spoke at a press conference on Saturday (Jul. 26), marking the third day of Thailand’s aggression against Cambodian sovereignty.

According to the spokesperson, Cambodian forces have exercised the highest level of restraint and professionalism, responding only by targeting Thai military positions. She emphasised that such action constitutes Cambodia’s legitimate right to self-defence as enshrined in Article 51 of the United Nations Charter.

“The Kingdom of Cambodia reaffirms its unwavering commitment to peace. Nevertheless, we must reiterate that Cambodia retains its sovereign right to defend its territorial integrity and its citizens regardless of the cost. Cambodia will not bow to coercion or intimidation in any form,” Maly Socheata underscored.

It should be noted that the armed clash between Cambodian and Thai forces erupted on the morning of 24 July 2025 at the Ta Moan Thom Temple in Oddar Meanchey Province and later spread to other locations along the Cambodia-Thailand border. The confrontation began after Thai forces initiated the attack at the Ta Moan complex.

In a statement condemning Thailand's aggressive actions, Cambodia's Ministry of National Defense asserted that Thailand has committed a grave violation of international law and the principles enshrined in the United Nations Charter—particularly by endangering the lives of innocent civilians and undermining regional stability.

At 5:02 a.m. on July 26, 2025, the Thai Army reportedly launched a five-shell artillery attack targeting multiple locations in Unity Village, Kum Dam Da, Field Long District, Por Saet Province.

Separately, Lieutenant General Mali Sohata, spokesperson for Cambodia's Ministry of National Defense, confirmed during a press conference on the morning of July 26 that Thai forces have continued to fire ballistic missiles into Cambodian territory, with a concentration of attacks in Por Saet Province.

In the event of an armed confrontation between the Cambodian and Thai armed forces, Cambodia reaffirmed its commitment to resolving the dispute through peaceful means in accordance with international law, while also reserving the right to self-defense as stipulated in Article 51 of the UN Charter.

Cambodia Reports Grave Impact of Thai Assaults on Civilians and Heritage Sites

(Phnom Penh): Ambassador Keo Chhea, Permanent Representative of the Kingdom of Cambodia to the United Nations, elaborated on the coordinated and premediated nature of the military offensives by Thailand on multiple Cambodian positions using heavy weaponry, including F-16 fighter jets, tanks and cluster munitions.

"At the same time, Thailand has also expanded its military operation preparedness to Chanthaburi and Trat provinces, despite no military movement in the adjacent border areas on the Cambodian side. This full-scale military aggression by Thailand, which is in no way for self-defence as falsely claimed by Thailand, has left 8 civilians dead and 50 injured, and more than 10,865 families evacuated from the danger zones in the provinces of Oddar Meanchey, Preah Vihear and Banteay Meanchey," according to the press release seen by Fresh News on Saturday (Jul. 26).

"Moreover, Thailand’s indiscriminate assaults on Cambodia have caused significant damages to the Temple of Preah Vihear. This deliberate destruction of this UNESCO World Heritage Site is a violation of the Hague Convention of 1954."
